Q: Is there any requirement on where the payload cg must be wrt the payload assembly?

A: No


Q: Does the 3 lb payload weight include the weight of the nose/fins/etc or is it just the PVC tube and ballast?

A:  The 3 lb payload is the weight of the complete payload "unit".


Q: Can the shipping/storage "box" be smaller than the specified dimensions?

A: Yes, it may be smaller.  The rules only regulate the MAXIMUM interior dimensions.
