Q:
If we have a conventional tail but have anhedral in the horizontal surfaces will the RAC be computed the same as a conventional tail with a straight horizontal?

A: If it is truly a conventional tail but with dihedral or anhedral in the horizontal surfaces it would score as a conventional tail.  If it is a "Y" tail (upright or inverted), defined where the two symmetric (right/left) panels have both rudder and elevator functions, it will score as a V tail plus additional vertical.  The additional vertical may or may not have an active control, and would be scored accordingly.
